Rethinking Quality Management in Educational Institutions: A Systematic Literature Review of ISO 9001:2015 and Total Quality Management

Quality Management Systems (QMS), particularly ISO 9001:2015 and Total Quality Management (TQM), have become important frameworks for enhancing institutional effectiveness, accountability, and continuous improvement in educational institutions. This study examines the implementation of QMS in education by synthesizing evidence on implementation methodologies, organizational benefits, operational challenges, and research gaps. A systematic literature review was conducted using peer-reviewed journal articles retrieved from Google Scholar, ERIC, ScienceDirect, Emerald, Taylor & Francis, and Springer. Following predefined inclusion and exclusion criteria, 21 studies were selected and analyzed through thematic analysis. The findings indicate that QMS implementation strengthens operational efficiency, institutional performance, and quality culture by promoting standardized processes, continuous monitoring, evidence-based decision-making, and leadership commitment. However, the review also identifies persistent challenges, including bureaucratic workload, restrictive standardization, and certification-oriented implementation, which may reduce organizational flexibility and shift institutional priorities toward procedural compliance. The findings suggest that the effectiveness of quality management systems depends on their strategic integration into institutional leadership, organizational culture, and continuous improvement initiatives rather than on certification alone. The study concludes that educational institutions can achieve sustainable organizational improvement by implementing quality management as a comprehensive institutional strategy that balances accountability with instructional flexibility. Future research should investigate the long-term effectiveness of QMS across diverse educational contexts using comparative, longitudinal, and mixed-methods approaches.
