Abstract

This research evaluated the effectiveness of the Barangay Management System (BMS) developed for Barangay Macapso, Vallehermoso, Negros Oriental, Philippines. The study aimed to address gaps in the barangay’s manual administrative processes and improve service delivery through an automated system. A descriptive–developmental research design was employed, integrating system development with empirical evaluation. Data were collected using surveys and structured interviews from end-users, including the Barangay Chairman, Kagawad, Secretary, and staff, while IT experts assessed technical quality based on the ISO/IEC 25010:2011 software quality model. The findings reveal that end-users rated the system highly in functional suitability, usability, reliability, and performance efficiency, while IT experts reported favorable results for maintainability, compatibility, and security. The results indicate that the BMS effectively supports operational tasks, enhances service delivery, and meets essential software quality standards. Gaps identified include varying digital proficiency among users and areas for ongoing system optimization. The study recommends targeted user training, continuous system maintenance, and potential expansion to other barangays to ensure scalability and sustained adoption. These findings provide practical insights for improving local government information systems and promoting efficient, technology-driven governance.
